Claudia Wells was brought in to replace her for the finished film.

An 11-year-old Chloรซ Grace Moretz fully voiced Penny, Bolt's owner, for Disney's 2008 animated film before the studio decided to recast the role with Miley Cyrus. Moretz's original recording wasn't wasted, though โ her voice remained in the finished film for the younger version of the character.
